options: do not enable MPEG2 hwdec by default
Too many broken hardware decoders. Noticed wrong decoding of a video
file encoded with x262 on RX Vega when using VAAPI (Mesa 18.3.2).
Looks fine with swdec and a cheap hardware BD player.
