parser-cfg: parse % escapes
This parses "%len%string" escapes, where string can contain any
characters. This method of escaping has also been used in other parts
of mplayer and mpv, so it's not a new idea.
(Also, don't confuse with URL encoding.)
Needed by the following commit.
